Fill with #3794c9

Layers - New Raster Layer

Fill with  #a7275f

Image - Free Rotate - Right - 90°

Effects - Plugins - Toadies - What Are You? - 20 - 20

Effects - Plugins - VanDerLee - Unplugged X - Transition

Effects  3D Effects - Dropshadow - 10 - 10 - 50 - 25 - #000000

Effects - Edge Effects - Enhance

Selections - Load/Save Selection - Load Selection From Disk - selection_maxou152

 

Selections - Promote Selection to Layer

Layer Palette - Set the Blend Mode of this layer to "Hard Light" and the Layer Opacity of this layer to 80

Foregroundcolor is still on #a7275f - Change Backgroundcolor to #abca30

Set your Foregroundcolor to Foreground/Background Gradient (Corel_06_029) - Style: Radial

Fill the selection with the gradient

Adjust - Blur - Gaussian Blur - 20

Effects - Plugins - L&k SiteOfWonders - L en K Paris

Effects - Edge Effects - Enhance More

Selections - Select None

Layer Palette - Set the Layer Opacity of this layer to 90

Image - Resize - 90% - Resize all layers not checked

Add your name or watermark, save as JPG file and you're done!

Optional: Because some PSP versions colors can come out different , you could apply  the Xero - Clarity Plugin to get a brighter effect:
