Set the Blend Mode of this layer to

opacity to 42

- 550 px
Set your foregroundcolor to gradient
- Style Linear - Angle 90 - Repeats
4 - Invert NOT checked.
Fill the image with the gradient.

Selections - Select All
Selections - Modify - Contract 30
Layers - New Raster Layer
Go to the money image we made - Edit
Copy
Back to the second Image - Edit
- Paste Into Selection
Selections - Modify - Select

and Anti alias checked.
Fill with the background color
